[OpenSIPS-Users] Command <is_gflag> cannot be used in the block

Hello,

I'm using 3.1.0~20200919~c5ef382ac-1 from the 3.1-nightly APT repo.  I'm
porting over a config from 2.4 that works well.  The problem I'm having is
with the gflags module, specifically the is_gflag() function.  I get an
error when I try to use it in onreply_route, failure_route or branch_route:

  Command <is_gflag> cannot be used in the block

Is this expected?  The documentation says it's supposed to work pretty much
everywhere, and it did in 2.4.
