[OpenSIPS-Users] [RFC] Default value of db_url in OpenSIPS

We should be able to do as less DB operations as possible. A couple things
are enough to be kept only in the RAM.
In my setup I'm utilizing the memcache and JSON a lot, so the only place
where I really need db_url is with the avpops module.
