Hi Eli,
you have two solutions:
1) static approach:
if(uri=~"^sip:9.{3}@" ) {}
2) dynamic approach - use dialplan module
http://www.opensips.org/html/docs/modules/1.5.x/dialplan.html to store
the regexp in DB.
