[OpenSIPS-Users] OpenXCAP refreshWatchers error

Hi,

What does it mean if OpenXCAP 1.0 throws this error?

Error while notifying OpenSER management interface for user 
000100 at domain.com: <Fault -500: 'Command (refreshWatchers) processing 
failed.\n'>
Stopping factory <twisted.web.xmlrpc._QueryFactory instance at 0x85cd68c>

In OpenSIPS log I see that it can not find rules doc for the user:

But why does it look for it in the first place? OpenSIPS and OpenXCAP 
are running on the different servers. Thanks!
