It means that you are using a XCAP server that communicates with 
OpenSIPS by putting the rl-services document in OpenSIPS database. 
OpenXCAP does this.

You can use OpenXCAP or other mechanism of putting the document in 
OpenSIPS database. Or you can use another XCAP server and don't set the 
integrated_xcap_server parameter.
