I have no idea what those "other tasks" are, really.  I made a note to 
double-check the logic and
delete that phrase if it's causing more confusion than not.

Yes, absolutely.  Lowering it will not cause extra queries either, since 
only contacts flagged as "DIRTY"
are sync'ed to DB.
