Summary: registrant: store records in flexible database

Initial Comment:
It would be great if the registrant module could store its information in a database. The database name, table names and column names should be configurable by the admin so they can be as flexible as possible. It should store enough information for OpenSIPS to start up and immediately know the state of each registration and which ones need to be updated or not.

Message:
In addition it would be useful to have an option giving the number of
seconds between database resyncs. When the resync happens OpenSIPS would
find out if there are any new registrations in the database or any have
been removed and de-register/register them as appropriate.
