Summary: registrant: add MI/script commands to control registration

Please add MI and script commands to control the list of registrations in the registrant module. The following commands would be useful:

add: register a new registration and add it to the database
remove: de-register a registration and remove it from the database
update: re-register a registration and update database information
dbsync: trigger a reload of the database, de-register of missing registrations and register of new registrations
