[OpenSIPS-Devel] Small fix for permissions module on branches 1.4 and 1.5

Hi,

During some testing I noticed there is a small bug in the allow_truested 
function in branches 1.4 and 1.5 (it's fixed in 1.6 in the replacement 
funtion for allow_trusted).

When doing the protocol comparison, it's done case sensitive, so 'udp' 
is not 'UDP'. Juha made a fix for another project a while ago, so I 
could go ahead and fix it in both branches but I thought I'd ask first, 
as it's listed a s 'commonly maintained'.
