<p><tt>Well... technically speaking, you're only getting an invalid
value for 80% of penalties, not all of them! LOL</tt></p>
<p><tt>The good news is that I replicated this bug on first try - I
never realized it was there because I was always using identical
penalties! Let's see what this is all about...</tt></p>
