Two OpenSIPS presence servers cannot share the
watchers/subscribers between them (not even via DB). The
fallback2db is related to searching for presentities (during a
PUBLISH).<br>

What you are trying to do will be nicely addressed with OpenSIPS
2.4 with cluster support for presence.<br>
