We had this same issue with opensips 1.7.1-notls. It is fixed in
newer versions of OpenSIPS. You can find a patch we submitted for

The patch fixed the issue for us, but was not accepted to the
OpenSIPS code base as a bigger refactoring was planned which also
fixed the issue.<br>

If you need to stay on 1.7.1, look into applying the above patch.
Otherwise I would suggest upgrading to a newer version of OpenSIPS
and the issue will resolve itself.<br>

@Bogdan-Andrei, the term 'CPU leak' is somewhat fitting here as it
really does almost leak CPU cycles over time. The issue is
essentially a linked list which grows indefinitely, taking longer
and longer to walk.<br>
