Did you add the first admin account using the query provided in the
INSTALL file ?<br>
Because if you did it should have worked without changing the value of <b>$config->admin_passwd_mode</b>
from 1 to 0.<br>

Had the same problem, change $config->admin_passwd_mode=1; to
