Eric,
Quickly looking through a code, especially at
https://github.com/OpenSIPS/opensips/blob/617d3339037f7c20581b2998a6913311cfecd5b5/modules/cachedb_local/cachedb_local.c#L818,
there is no mechanism to raise an event in the code.
