The error is quite clear in the logs you provided:

ERROR:tls_mgm:load_tls_library: No TLS library module loaded

You must load a TLS library in order to use the tls_mgm module.

I've loaded tls_mgm module in /lib64/opensips/modules. Still getting this error.
