Hey, Mark!

That seems to be the problem, indeed.  I assume you haven't yet 
installed the 3.1 opensips-mysql-module package, so the CLI can find the 
new schema under /usr/local/share/opensips/mysql. Alternatively, if you 
have a 3.1 source tree, just force the "database_schema_path" CLI 
argument [1] and it should pick up the new tables.
