I don’t know if there is anything in 1.9, which is quite old, but in 2.0+ there is an event that you can subscribe to.

Hi,
Is it possible to add hooks to notify an endpoint
* when a particular destination is disabled (via lb_disable())
* when a particular destination is enabled after a successful probing
This is needed for us to slow down the requests to OpenSips when few destinations are down. Without this feedback loop, we won't be knowing if we need to limit the number of calls we need to send.
We are currently on Opensips 1.9.
