I am sorry for the inconvenience I have caused you. I have not been able to reproduce this. 
I don't know why I had the problem yesterday. It may have been the VMs that needed a hard restart after configuration. 
It is working in as expected now.

This should work - can you run opensips in debug mode and send us the syslog output?
