[OpenSIPS-Users] Dynamic Routing dr_carrier state column understanding

Hi Bogdan,
I think I understand that my problem is that the carriers are always
enabled when OpenSIPS starts even though the state column is set to 0. That
is part I don't understand. Do you have any thoughts there?
