[OpenSIPS-Users] mi_http and mi_xmlrpc_ng not able to send commands

Now you are mixing issues.  The logs that you posted are showing that
there are no issues with URL parsing.
Also, there are no errors showing that a dialplan dp_reload is failing.
How do you know that the dp_reload command failed?
I tested this on trunk and it works fine.
