If you are using IETF mode (the default) changing pres-rules is the only thing you can do to modify the authorization rules. So yes, once you modify pres-rules you'll get a presence.winfo NOTIFY will the updated state. Updating resource-lists also triggers a call to refreshWatchers, however, because resource-lists doesn't change the authorization state you'll not see a NOTIFY.
