Thanks for your reply. However, in my case, I want the caller to keep
re-transmitting INVITEs. This is because when the callee receives the APNS
notification and immediately opens the VoIP app, the callee may receive the
INVITE on time and then answer the call. Note that the VoIP send a REGISTER
once it is activated. In other words, I hope the callee to not only receive
a notification but also is able to get the call. So re-transmitting INVITEs
is necessary in my case.
