[OpenSIPS-Users] ACK no dialog found

Getting an ACK on a 503 is causing Opensips to retransmit 503. Ran some tests
that show dialog is not being found on ACK even though it looks as though
the ACK is formed correctly. This happens regardless of the vendor sending
ACK so I believe it's an error in my config. Attached is my config, trace
and log in debug mode 6. The 503 happens in failure route.
