If you use Heartbeat with Pacemaker, then you have full service-level
control of your HA cluster. Pacemaker does service monitoring and
service control – it could, on the OpenSIPs failure, try to restart it,
try to start a different instance on the same node or initiate fail-over
to other node or nodes.
