A billing system doesn't use a SIP proxy, and a SIP proxy doesn't use a 
billing system.

Instead the proxy/B2BUA/gateway stores the CDR's into a database (vía SQL or 
vía Radius/Diameter). The billing system is just an application that inspect 
this database, normalizes the records, applies rates based on 
user/destination/time...
