[OpenSIPS-Users] Dialog persistence - qos module

Hello Thomas,

The qos module keeps it's data inside the module.
Maybe later on, we will add to the dialog module a generic way of
storing data for modules sitting on top of the dialog module.
But for now, on restart, the qos context is lost.
