[OpenSIPS-Users] Stop time is not Updated by the internal bye in Local_route

Hi Ashwini,
if the flag 3 is for RADIUS accounting, it will not work, as there is
support for automatic acc in local_route (yet). So, use
acc_rad_request() from script directly.
