Unknown means that the rtcp stream has not sent any packet and the IP/port
for it is unknown.

I have no idea what you want to say with a transition from known to
unknown. known is simply when the IP:port was learnt, unknown is when it
is not yet learnt. once learnt (known) you cannot go back to unknown.
