Their argument is that creating a transaction takes a lot of resources
so it's better to avoid creating it until the request is
authenticated.
Maybe they didn't take into account the processing of retransmissions
authentication, as you suggest.

Anyway, RFC3261 defines a model, not an implementation. So better not
to trust it too much ;)
