David,
if you are using stateless fwd, then you have to do dispatching for both
INVITE and CANCEL.
But if you do stateful relay, only INVITE needs to be routed:
if (method==INVITE){
dispatch();
} else if(method==CANCEL) {
if (!t_check_tran())
drop
}
t_relay()
