  httpd: Fix bad libmicrohttpd version check

Commit 39e5e029 added some MHD_free() functionality but the MHD_VERSION
macro was used with Hex interpretation (?), when the
/usr/include/microhttpd.h file clearly says to use a simple "BCD"
Binary Coded Decimal interpretation.
