  json: Retain backwards-compatibility on bool values

Follow-up of f892a0a7d, which exposes string variants of the bool values
as "1" and "0", respectively.  This commit fixes these back to the
previous "true" and "false" values, thus retaining full
backwards-compatibility.

Also fix the unit tests opensips.cfg, where if you don't specify a
socket, the startup_route is not run at all.  Add new tests.
