  IPC dispatching: Improve capacity/behavior for RPC

* bump PIPE capacity 16-fold, from 64K to 1M.  Previously holding 2.7K
  job maximum, now 44K.
* fix WRITE end of the RPC pipe to be non-blocking.  This definitively
  avoids any scenarios where OpenSIPS gets stuck due to RPC flood (too
  many producers blocking the PIPE).  Now, the extra events simply get
  discarded while the pipe is full and traffic processing stays
  unaffected.
