  uac_registrant: export registration statistics

Add live aggregate statistics for uac_registrant so outbound registration health can be monitored through the standard OpenSIPS statistics interface and Prometheus exporters.

Export computed gauges for total, enabled, registered, and failed registrants. Values are calculated directly from the in-memory registrant hash table while holding one bucket lock at a time, avoiding counter drift across reload, upsert/delete, enable/disable, and state transitions.

No SIP behavior, configuration, database schema, or existing API is changed.

Closes #3426
