  docs: add README.md for proto_udp and proto_tcp [skip ci]

The proto_udp and proto_tcp transport modules live under net/ rather than
modules/, so unlike every other module they shipped no generated Markdown
README.md. Generate it from their DocBook docs (same format as the modules/*
READMEs) so the modules render on the OpenSIPS documentation site.
