  docs: classify modules in the Modules index (#3977) [skip ci]

The Modules index for this version was a single flat table. Reformat it
into the category-grouped layout used since 2.2 (SIP / Scripting /
Database / External Integration / protocols), preserving this version's
own module descriptions and statuses. Modules not present in the 2.2
taxonomy are placed in the closest matching category.
