  docs/evi: fix doubled (nested) GitHub alert in Core Events [skip ci]

The E_CORE_PKG_THRESHOLD and E_CORE_SHM_THRESHOLD notes wrapped a
[!NOTE] alert inside an empty [!IMPORTANT] alert. GitHub does not
render nested alerts, so the inner marker showed up as literal
"[!NOTE]" text inside a quote. Collapse each to a single [!NOTE].
