[OpenSIPS-Devel] [Minor Release] OpenSIPS 4.0.0-rc2 and 3.6.7

Hello!

It is my pleasure to announce the *4.0.0-rc2* release candidate and the
*3.6.7* minor release.

This release round includes several important security, stability and
interoperability fixes, and is highly recommended for all 3.6 users and
4.0 beta/RC testers.

To name some improved areas: BIN interface validation, clusterer MI
handling over BIN, cfgutils shared-memory cleanup, STIR/SHAKEN safety,
b2b_sca URI handling, registrar GRUU and SIP Instance behavior,
uac_registrant expiration handling, dialog/PRACK handling, pua_dialoginfo
early-state cleanup, rtp_relay and rtpproxy behavior, TCP connection
cleanup, and build/CI/documentation updates.

Some notable fixes include stack/heap buffer overflow fixes in clusterer,
$(cT[*]), STIR/SHAKEN and b2b_sca, BIN stream packet length validation,
proper RFC 5626 SIP Instance formatting, safer RTPProxy timeout
notification draining, fixes around late PRACK handling, and a cfgutils
SHM leak fix when using re.subst with $shv() variables.

Do make sure to roll out an update as soon as possible -- it is highly
recommended.
