  CI/rtp.io: make working with the latest voiptests & some updates (#3907)

* CI/rtp.io: refresh, fix small issues

Update uses: to the latest.

Maximize build space before build run, unify naming.

Don't cache docker/setup-qemu-action.

Disable docker build summaries.

* CI/rtp.io: make working with the latest voiptests

Enable nathelper module which is now used in some basic tests.
