[OpenSIPS-Devel] Fix on Rtpproxy module

Hi

Found and fixed a bug on the RTPPROXY module. When a timeout notification
is received and some error occurs, it causes the socket to be left in
state CLOSE_WAIT.

opensips 2460489 opensips  267u     IPv4           27438352      0t0
 TCP 10.0.0.32:9999->10.0.0.32:40896 (CLOSE_WAIT)

This leads to a loop when max open files is reached:
ERROR:rtpproxy:rtpproxy_io_new_callback: socket accept failed: Too many
open files(24)

What's the best way to submit a fix?
