  CIFuzz: Only run Fuzz tests for 'master' branch

Both the parser and lib/ code is quite stable and rarely changes across
releases.  Moreover, any fix or optimization will typically get
backported to all stable releases.

So, for now, let's avoid doubling down on the fuzzing compute power and
run the fuzzers only on master!
