  drouting: rework fetching the carrier attributes.

This is a rework of 25188a4eaf79dc60f6b6f3a940716a9540fe0ca8. Instead of using the "C" flag to return the carrier's attributes to the internal AVP, better do that via an optional spec passed as parameter.
