  Added monitor&test&trigger support for proc auto-scaling

The main process is responsible for monitoring the load of the proc groups and to decide when a process has to be forked or ripped.

  Added dynamic forking for UDP proc groups.

Still to deal with some fork-failure conditions.
Just scaling up (forking) is supported for now
