Currently, yes.  The implications of unloading/re-loading dynamically 
loaded libraries, combined with the global statement settings which are 
inherited in all processes in all sort of static holders throughout 
~100+ modules which would require a complete refactor would have more 
than tripled the amount of time required for the current "route-only" 
reload logic.
