[OpenSIPS-Devel] [opensips] add `cseq_ignore` option to `ursloc` module (#643)

Sometimes, or at least in my case, the UAC uses the same call-id with a lower CSeq after a recovery or reset. Set `cseq_ignore` to a non-zero value to make usrloc ignore the CSeq when lock up contacts. See also #641.
