All of a sudden, the db_url parameter became mandatory for the avpops module.
It wasn't at the beginning of 2.1 but now it is, which breaks
backwards compatibility within the release.
It would be wise to separate the AVP related functions from the avpops
module into two categories:
 - db dependent,
 - non db dependent.
All the non db dependent AVP functions should be moved out of the
avpops module so one does not need to create an extra unused db
connection.
