[OpenSIPS-Devel] [opensips] NoFork UDP init breaks t_uac via MI (#541)

In no fork mode, the MI procs are created before the UDP init (of the single worker) and the MI procs do not see the listener.
Most probably, udp_start_nofork() must be split it init and run parts.
