[OpenSIPS-Devel] [opensips] opensips stops probing gateway after restart (#233)

Yes, it is. But only if gateway was disabled at that time.
How to reproduce:
1. We have active gateway.
2. start opensips, it starts pinging gateway, OK
3. Disable gateway, pinging failed, but we have pinging
4. restart opensips, we have not pinging
