@uttamsarkar , this is not a bug, but a need for support/help  - for this use the opensips mailing lists http://opensips.org/Support/Contact.
For sure you have some iptables rules that drops the traffic without delivering it to opensips as application.

I close this ticket, use the mailing list if you do not manage to make it work.
