@hydrosine , actually it is not a bug, but a not well documented behavior.  During reload, the module tries to preserve the state it has in-memory - which is normal, as the master copy of the state info is in memory ; Imagine the scenario where you have in DB state "enabled", you start opensips and after some time you get a GW disabled (by MI or probing) - following a dr_reload, you do not want to have the in-memory state affected (but to stay disabled, even in DB is the original enabled).
So, your usage scenario is not correct. IF you want to change the state , do it via the MI command -> this will change both in-memory and the DB value.
